Roger Bertrand served successfully as Director of Social and Health Programs at the Quebec Treasury Board (1980-1984), Vice-Chair of a major commission of inquiry on health and social services (1985-1987), and then as Director General of the Quebec Health and Social Services Council (1988-1993).

Member of the Quebec National Assembly (1993-2003), President of the Quebec National Assembly (1994-1996), and Minister responsible for Prevention (2002-2003), he has since been involved in non-profit organisations related to health promotion.
